Actively involved in corporate, public policy, civic and c haritable work, Law holds top leadership positions with many Florida-based organizations. She received gubernatorial appointments to serve on the inau gural Board of Trustees for the University of South Florida, as well as the Board of the Florida Council of 100, the public policy liaison with Florid a’s governor, cabinet, legislative leadership and Supreme Court. Rhea serve d as Chair of the Board for both organizations. Further, she served on the Presidential Search Committee for the University of South Florida in 1999 a nd 2019. In addition, she was a two-time Chair of the Tampa Hillsborough Ec onomic Development Corporation and the Tampa Bay Partnership during times o f reorganization and expansion. She also served as Chair of the University of South Florida Health Professions Conferencing Corporation which operates the Center for Advanced Medical Learning and Simulation and Chair of the S tetson University College of Law Board of Overseers, as well as serving on the Board of Trustees of Stetson University.
Al lison Madden, Director of USF Research Foundation Operations
Allison Madden is director of operations fo r the University of South Florida Research Foundation in Tampa, and also se rves in the officer position of secretary of the USF Research Foundation, I nc. The Research Foundation is a non-profit, direct-support organization s erving the research mission of the University of South Florida. Ms. Madden ’s responsibilities as secretary include executing documents in the name of the corporation, and all duties incident to the management of the office o f secretary for the board of directors and the executive committee. As dir ector of operations, Ms. Madden is responsible for corporate governance, st rategic planning, and all areas of USF Research Park operations including c ommunity development and planning, construction, vendor and client relation s, and compliance. The Research Park is a vital component of USF’s Innovat ion Enterprise which infuses $582 million yearly into Florida’s economy, su stains more than 4,000 public and private sector jobs, and returns more tha n $71 million in tax revenue to local, state and federal coffers. Ms. Madde n joined USF in 1988 and has also served as chief financial officer and bus iness manager for the USF Research Foundation. She holds an M.B.A with foc us on management and a B.S. with honors in information systems and decision sciences, both from USF. She is a member of the Beta Gamma Sigma and Phi Kappa Phi Honor Societies.
Dr. Sylvia Thomas, Interim Vice President f or USF Research & Innovation
Sylvia Wilson Thomas, PhD, is interi m Vice President for Research & Innovation at the University of South F lorida and President & CEO of the USF Research Foundation, Inc.. Dr. Th omas will direct aspects of USF’s research enterprise as a member of USF’s presidential cabinet. Dr. Thomas, an Electrical Engineering Professor, lead s the USF Advanced Materials Bio and Integration Research (AMBIR) laborator y, and formerly served as Assistant Dean of the USF College of Engineering. She has contributed to USF’s efforts for research innovation, strategic pl anning and renewal, faculty success, consolidation, justice-equity-diversit y-and-inclusion (JEDI), community engagement, and student recruitment/workf orce development. Having over 25 years of global experience in academia and industry, Dr. Thomas has authored numerous peer-reviewed journal articles, proceedings, presentations, and six book chapters, and her creative, curre nt affairs-driven projects have been supported by a wide-range of funders, from USF seed grants to the National Science Foundation. As an advocate fo r innovation and collaborative engagement, she has produced 12 patents/pate nt disclosures, and assisted in the success of such companies as Agere Syst ems, Lucent, Bell Labs, Kimberly Clark Corporation, IBM, and Procter & Gamble. She is a Fellow of the American Institute for Medical and Biologic al Engineering (AIMBE), a Senior Member of the National Academy of Inventor s (NAI) and Senior Member of the Institute of Electrical and Electronics En gineers (IEEE).
Thomas K. Frazer is a Professor and Dean of the College of Marine Science at the University of South Florida. Prior to his arrival at USF, Dr. Frazer was Director of the School of Natural Resources and Environment at the University of Florida and served also as Chief Scie nce Officer for the State of Florida. Dr. Frazer holds a Bachelor’s Degree in Fisheries Biology from Humboldt State University and a Master’s Degree i n Fisheries and Aquatic Sciences from the University of Florida. He earned his Ph.D. in Biological Sciences from the University of California, Santa B arbara. His research addresses contemporary and emerging environmental issu es, and is, by nature, interdisciplinary. His work involves collaborators f rom disparate disciplines, and it includes sampling and experiments conduct ed across a wide range of spatial and temporal scales. Dr. Frazer has recei ved research funding from a broad suite of granting agencies to address top ics pertaining to water quantity and quality, nutrient dynamics, biogeochem ical processes, fish population dynamics, food web interactions, and ecolog ical restoration of degraded ecosystems. He has conducted field research in both freshwater and marine systems around the globe, and he is intimately familiar with a broad suite of environmental and natural resource issues (e .g., eutrophication of fresh, estuarine, and coastal waters; invasive speci es; and the ecological impacts of contemporary environmental change, includ ing coral bleaching, ocean acidification, and sea level rise). Dr. Frazer h as authored and/or co-authored more than 175 peer-reviewed publications, te chnical reports, and book chapters.
Caryn Nesmith is director of Community Relations at the Universit y of South Florida St. Petersburg campus. In this role, she serves as a cen tral access point for campus and the community to enhance USF’s ability to serve the St. Petersburg community and promote productive relationships amo ng the university, City, businesses and community members. Prior to this role, she was special assistant for strategic initiatives to the regio nal chancellor. In that capacity, she oversaw development and execution of new projects and programs on campus and in the community that advance the u niversity’s mission and the regional chancellor’s priorities.
