    • Rhea Law, Interim President of the University of South Florida

Actively involved in corporate, public policy, civic and charitable work, Law holds top leadership positions with many Florida-based organizations. She received gubernatorial appointments to serve on the inaugural Board of Trustees for the University of South Florida, as well as the Board of the Florida Council of 100, the public policy liaison with Florida’s governor, cabinet, legislative leadership and Supreme Court. Rhea served as Chair of the Board for both organizations. Further, she served on the Presidential Search Committee for the University of South Florida in 1999 and 2019. In addition, she was a two-time Chair of the Tampa Hillsborough Economic Development Corporation and the Tampa Bay Partnership during times of reorganization and expansion. She also served as Chair of the University of South Florida Health Professions Conferencing Corporation which operates the Center for Advanced Medical Learning and Simulation and Chair of the Stetson University College of Law Board of Overseers, as well as serving on the Board of Trustees of Stetson University.

 

Allison Madden, Director of USF Research Foundation Operations

Allison Madden is director of operations for the University of South Florida Research Foundation in Tampa, and also serves in the officer position of secretary of the USF Research Foundation, Inc.  The Research Foundation is a non-profit, direct-support organization serving the research mission of the University of South Florida.  Ms. Madden’s responsibilities as secretary include executing documents in the name of the corporation, and all duties incident to the management of the office of secretary for the board of directors and the executive committee.  As director of operations, Ms. Madden is responsible for corporate governance, strategic planning, and all areas of USF Research Park operations including community development and planning, construction, vendor and client relations, and compliance.  The Research Park is a vital component of USF’s Innovation Enterprise which infuses $582 million yearly into Florida’s economy, sustains more than 4,000 public and private sector jobs, and returns more than $71 million in tax revenue to local, state and federal coffers. Ms. Madden joined USF in 1988 and has also served as chief financial officer and business manager for the USF Research Foundation.  She holds an M.B.A with focus on management and a B.S. with honors in information systems and decision sciences, both from USF.  She is a member of the Beta Gamma Sigma and Phi Kappa Phi Honor Societies.

 

 

Dr. Sylvia Thomas, Interim Vice President for USF Research & Innovation

Sylvia Wilson Thomas, PhD, is interim Vice President for Research & Innovation at the University of South Florida and President & CEO of the USF Research Foundation, Inc.. Dr. Thomas will direct aspects of USF’s research enterprise as a member of USF’s presidential cabinet. Dr. Thomas, an Electrical Engineering Professor, leads the USF Advanced Materials Bio and Integration Research (AMBIR) laboratory, and formerly served as Assistant Dean of the USF College of Engineering. She has contributed to USF’s efforts for research innovation, strategic planning and renewal, faculty success, consolidation, justice-equity-diversity-and-inclusion (JEDI), community engagement, and student recruitment/workforce development. Having over 25 years of global experience in academia and industry, Dr. Thomas has authored numerous peer-reviewed journal articles, proceedings, presentations, and six book chapters, and her creative, current affairs-driven projects have been supported by a wide-range of funders, from USF seed grants to the National Science Foundation.  As an advocate for innovation and collaborative engagement, she has produced 12 patents/patent disclosures, and assisted in the success of such companies as Agere Systems, Lucent, Bell Labs, Kimberly Clark Corporation, IBM, and Procter & Gamble.  She is a Fellow of the American Institute for Medical and Biological Engineering (AIMBE), a Senior Member of the National Academy of Inventors (NAI) and Senior Member of the Institute of Electrical and Electronics Engineers (IEEE).

    • Dean Tom Frazer, USF College of Marine Science

Thomas K. Frazer is a Professor and Dean of the College of Marine Science at the University of South Florida. Prior to his arrival at USF, Dr. Frazer was Director of the School of Natural Resources and Environment at the University of Florida and served also as Chief Science Officer for the State of Florida. Dr. Frazer holds a Bachelor’s Degree in Fisheries Biology from Humboldt State University and a Master’s Degree in Fisheries and Aquatic Sciences from the University of Florida. He earned his Ph.D. in Biological Sciences from the University of California, Santa Barbara. His research addresses contemporary and emerging environmental issues, and is, by nature, interdisciplinary. His work involves collaborators from disparate disciplines, and it includes sampling and experiments conducted across a wide range of spatial and temporal scales. Dr. Frazer has received research funding from a broad suite of granting agencies to address topics pertaining to water quantity and quality, nutrient dynamics, biogeochemical processes, fish population dynamics, food web interactions, and ecological restoration of degraded ecosystems. He has conducted field research in both freshwater and marine systems around the globe, and he is intimately familiar with a broad suite of environmental and natural resource issues (e.g., eutrophication of fresh, estuarine, and coastal waters; invasive species; and the ecological impacts of contemporary environmental change, including coral bleaching, ocean acidification, and sea level rise). Dr. Frazer has authored and/or co-authored more than 175 peer-reviewed publications, technical reports, and book chapters. 

    • Caryn Nesmith, Director of Community Relations at the USF St. Petersburg campus

Caryn Nesmith is director of Community Relations at the University of South Florida St. Petersburg campus. In this role, she serves as a central access point for campus and the community to enhance USF’s ability to serve the St. Petersburg community and promote productive relationships among the university, City, businesses and community members. Prior to this role, she was special assistant for strategic initiatives to the regional chancellor. In that capacity, she oversaw development and execution of new projects and programs on campus and in the community that advance the university’s mission and the regional chancellor’s priorities.
